Senate Introduces CARA 2.0 to Address Drug Overdose Epidemic

On February 27, the Senate introduced the Comprehensive Addiction and Recovery Act (CARA) 2.0, which would provide $1 billion to reduce the drug overdose epidemic and improve access to addiction treatment. Among other things, the bill would establish a three-day limit on initial opioid prescriptions for acute pain, allow states to waive the cap on how many patients a practitioner can treat with buprenorphine, increase civil and criminal penalties for opioid manufacturers if they fail to report suspicious orders or if they do not do enough to prevent diversion, and require the use of prescription monitoring programs.
